Officials in Clearcreek Township acted illegally by holding secret meetings, the township’s fiscal officer told a judge Thursday.

Linda Oda testified in Warren County Common Pleas Court Thursday that Clearcreek Township officials regularly held pre-arranged informal meetings in the township administrator’s office a half-hour before the public session to discuss agenda items and other matters.

“There was a pre-meeting before every meeting on meeting nights,” Oda told Judge James Flannery.

Then-trustee Robert Lamb “told me that the trustees go into those meeting and decide how they vote on an agenda item so they can be on the same page when they do the public meeting,” she said.
